Developers must now enable the CERN theme in order to see the CERN risk interpretation. This continues to be enabled in cern.ch/cara by the presence of a special environment variable CARA_THEME=cara/apps/calculator/themes/cern.

Note to @all: This change puts a lock on any changes to report.html.j2 until it is merged (including !127 (closed)). The sooner we can merge this, the sooner we can release that lock. For non essential review actions, please open a separate issue.
