Implementation of BLO model for expiration

New Expiration class introduced with the BLO model, using the work from @mrognlie (expiration model as in the CERN report). Previous implementation removed - hence the calculator results do change (do not merge in master branch yet).

A large quantity of tests had to be updated, and some obsolete were removed. A few integration tests in test_known_quantities.py (on r0 and quanta_exposure), or on the smoothness of the concentration, were updated but might be removed as well in a later MR.
