Move the expert app into the cara package

Move the expert app into the cara package. Helps with convenient access from the cara-webservice image.

Since I broke the expert-app in !229 (merged), I'm going to self-merge this in order to fix. Any post-merge review comments I will take on in a subsequent MR.
