Update the public container image to use Python 3.9

Fixes the broken CI in https://gitlab.cern.ch/cara/cara/-/jobs/15466199.

The other thing that we need to do: Test the images that we are building before we deploy them (and in this case: build in all pipelines, not just master) 😱
