Updates to form and report UI

Gabriella Azzopardi requested to merge develop/form_report-UI into master

Fixed report presentation, issues left:

1. Start + end times of all activities and breaks
2. Need to test that the values sent to report.html.j2 are actually what it expects (@mrognlie @pelson )

Enabled fully "when is event" info -> no longer dependent on natural ventilation in UI
