allow external projects to import template silently

Diogo Filipe Tomas Guerra requested to merge dtomasgu/container-image-ci-templates:template_import_ext_proj into master

As it is, when external projects import the gitlab templates for docker and kaniko, the job is run automatically. By using '.' the template is imported silently and can then be used with the keyword 'extends' on further user builds.

Updated the download location from upstream to cern registry
