Fix bug getting ticket data

The MR includes:

  • Commit to change the query to snow. It was wrongly querying active incidents because it was not matching the short_description...
  • Commit to force the execution of the job, for cases when there is an active INC (maybe resolved but recent) and we still want to run the job without getting the message saying that there is already an INC for that VM.
