Add StringArrayProperty "LoadServices" to MetaDataSvc so it can load
services requested during configuration.
This is now used to load TagInfoMgr, so jobs that are configured to use
it (like EVNTGEN) but don't have any other component that explicitly
depends on TagInfoMgr, will still write TagInfo to output.
