Install newer slirp4netns (and docker)
Trying to update packages in the images was failing due to docker now requiring slirp4netns>=0.4. The repo centos7-cloud-openstack-train was providing this package but only version 0.3, which was causing a conflict when running yum update.
Disabling that repo allows the newer version to be installed from the extras repo, which has a lower priority.
