Fiducial analysis fixing angle variables

Making the phi variables DPhiHJ0, DPhiJ0J1 and DPhiHJ0J1 permutation invariant.

The first two terms check the position of the two systems with respect to the z axis.

Additionally, lxplus.py is changed such that every on_exit_hold condition is changed to an || (or) one (as seen in MR 496).
