Check consistency between yaml and db

Kyle Cormier requested to merge check_db_yaml_both into add_jsonpog_integration

add validation steps which checks inclusion of uncertainties both in the database and in the systematics file. Additional work need to exclude legacy experimental systematics not in jsonpog database (or include them somehow in database)
