Retry FSM transitions in SWATCH cell 'run control' operation

This merge request resolves issue #21 (closed) - i.e. it updates the implementation of the SWATCH cell 'run control' operation class so that it will retry execution of FSM transitions if they fail due to an actionable object being 'busy'
