Add an OpenMetrics exporter to SWATCH cell

The merge adds an OpenMetrics exporter to SWATCH cell. The exporter is listening to HTTP requests on port 3334, on the endpoints /metrics. This feature adds a new dependency to SWATCH on the Prometheus C++ library.
