Update to new base images resulting from cms-cactus/phase2/software/docker!1
- As a result, can remove _GLIBCXX_USE_CXX11_ABI=0 workaround from CMakeLists.txt
Board class: Update properties of service module and processors instances immediately after construction
CI: Create .repo file to simplify use of CI-created YUM repo
