Update to uHAL 2.8 and MP7 3.0.0 (preparation for SWATCH v1.6.0)

This merge request updates the base image used in the CI for consistency with the soon-to-be-deployed SWATCH v1.6.0 release. I.e. the new base image has uHAL 2.8.x and MP7 3.0.0

Beyond that, I also sync'ed the CI config and makefile config files to match the current ones from the calol2 driver repo - however, I think there should be no adverse effects from that change (and e.g. the RPMs should still be deployed to the same web-accessible EOS directories).
