Variable dropxbox server host name

In the context of the migration to ALMA9 (e.g. RateMon in CMSONS-14755), the P5 sysadmins created a new separate EL9 dropbox server with hostname cmsdropboxel9.cms (original: cmsdropbox.cms).

The dropbox hostname is currently hard-coded in the templates in GotoCMSDropbox.go.

The changes in this MR make the dropbox hostname variable, which can then be declared in the CI/CD templates under a new DROPBOX_HOST variable.
