Update devcontainer workspace to Python 3.8

This change should resolve the ARM64 devcontainer errors seen by @kwhalen - specifically, errors occurred for pylint install when using Python 3.6 on ARM64, but the errors don't appear with Python 3.8

At the same time, I switched from CentOS stream 8 to Alma8
