Move standalone installation from `/opt/cms` to `/cvmfs/cms.cern.ch`

Tried this locally and it works. In particular, this is useful when building without CVMFS available (e.g. on Mac) and then copying the CMSSW code area over to a light-weight image for execution where CVMFS is available.
