Add skipped status

Francesco Brivio requested to merge fbrivio/automation-control:add_skipped_status into master

Add a new task status: skipped
By default tasks that have a delay (time from last-update to now) larger than 7 days are marked as skipped.
Eventually this status can be used for MRH tasks/workflows in case some of the MRH checks fail (e.g. GT or CMSSW release change before enough events are accumulated).
