Fixed uploading of CROC extra files

Moved the code uploading extra files with CROC WLT results from registerCROC.py to registerCrocData.py.
Extended CROC classes to support both production and prototype kinds of CROC wafers and chips.

Tested with CROC Proto Wafer and CROC Wafer parts in the development database.

Also added new IV_ANA_HIGH and IV_DIG_HIGH values for CrocTestType to support new measurements.
