Update JER module and introduce Run3 recommendations

This MR does two things:

  • updates the smearing module to use the same yaml cfg idea as all other corrections
  • introduce the first Run-3 recommendations (even if already outdated and still waiting POG input)

This MR should be completely transparent to ongoing Run-2 analysis, but I would like someone to properly check that this is fully true.
