Draft: Update on DAQPath Tools

The goals of this PR:

  • Optimize DAQ path units to minimize hardware resource consumption while meeting Phase 2 specifications.
  • Embed the formatting block in the DAQ block (no reason for this to sit outside DAQ, as type of memory that it uses already exists inside the DAQ region)
  • Make sure this PR compiles against this branch with no issues.

So Far:

  • The DAQ Path Core works for 18 Links, and has been stress tested for large packets (13 64b words per channel) @ 360MHz (binary capture on TIF's DAQ PC below)
