Draft: Making 2 Data Aggregators work @ 360MHz for a minimum of 30 Links

The goal of this exercise is:

  • Scaling the Outer Tracker DTC in the KU15P to reach > 30 Links.
  • @ 360 MHz Payload Frequency.
  • with 2 Data Aggregators.
  • Link Interfaces placed @ R-Quads 2-10

Hash 65ce43c3 implements a design with 22 Links (Regions 1,2,3,4,5,6) @ 360 MHz with all the Link Interfaces placed on the right column of the KU15P (+ with FEC12 lpgbt declarations for all modules), but without Aggregators (!)
