Draft: Template for tests

This essentially creates a template job as mentioned in issue #5 (closed) . Usage of such a job can be seen here: https://gitlab.cern.ch/cms-tracker-phase2-onlinesw/herd-dummy/-/blob/create_template_v0/dummy_plugin.yml

A merge request for the example usage can also be created if needed.
