Draft: First tk-fe-daq commands

tk-fe-daq into master

Uses tk-fe-daq v0.1.1, and the tk-fe-daq specific branches of serenity-herd and emp-herd to get the "file vector" changes of herd-app. The new vector return mei or mei not work... :-)

Currently, ConfigureFEModules command does not work due to some simple changes needed to the tk-fe-daq repo, but thought I'd fix that when porting to tk-fe-daq v0.2.0?
