Error writing lpgbt register file

With this merge request !416 (merged) the issue of having an error when writing the lpgbt register file was solved (at least for OT?). Now this line https://gitlab.cern.ch/cms_tk_ph2/Ph2_ACF/-/blob/6823b653d1c9cee39796cd31759a16a559618dce/HWDescription/Chip.h#L241 has been changed again and the issue reappeared. Was the fix in merge request 416 giving problems to someone and thus the new change?
