Bug fix in decoding sparsified data (OT)

Alexander Droll requested to merge kit-cms/systemtests/KARATE_Ph2_ACF:OTBugFix into Dev

Two small bugfixes:

  1. In the decoding of sparsified data went something wrong.
  2. the fSparsification attribute of the BeBoard has to be set already in the Tool:InitializeHw() method has to be set to ensure correct reading of .raw files. With this solution it is already set in the FileParser.

The changes are checked with the KARATE setup.
