Fix rarpd download link in README

Sebastien Wertz requested to merge swertz/Ph2_ACF:doc-rarpd into Dev

Title says all, it looks like the files on download-ib01.fedoraproject.org were archived: the link https://download-ib01.fedoraproject.org/pub/epel/6/x86_64/Packages/r/rarpd-ss981107-42.el6.x86_64.rpm found in the URL in the README doesn't work.

Or, is there another way to access that file?
