environment variable harmonization

Emery Nibigira requested to merge enibigir/Ph2_ACF:environment_variable into Dev

Fix error : ASSERTION FAILURE FROM EASYLOGGING, allowing to run the PH2_ACF binaries not only from top level directory but from any directory (after source setup.sh). The environment variable PH2ACF_BASE_DIR is set everywhere settings directory is called, including in xml config files.
