merge for SSA2

Marc Antoine Osherson requested to merge mosherso/Ph2_ACF:merge_sum21 into Dev

Added SSAv2 core files (HWD, HWI, Evts) and patched Sys/Tools/D19CI to use them. Functionality confirmed on SSA2 module currently at FNAL.
