Synchronizing hybrid test system branch (Attempt#0)

First attempt at synchronizing new Dev branch with code for various hybrid test systems. A few minor modifications to simplify the usage of the USB test card interfaces, and a first attempt at merging the PS hybrid developments (not yet tested). Bug fixes/improvements : CIC1 decoder in D19cCIC2Event for unsparsified data now not commented out - tested on 2S module in Perugia with lpGBT and CIC1 Added ability to skip interface initialization (for procedures that only control the FC7s/test systems without having any access to actual front-ends) - tested for fpgaconfig and for mux_configure Simplified external interface for test systems - partially tested on 2S-SEH test system. More modifications expected. Added back missing SSA2 configuration file Removed legacy GBTInterface

N.B : the merged PS hybrid developments have not been tested yet. But this branch as the starting point for the re-synchronization.
