Draft:Adding compatibility with DTC

First firmware interfaces for DTC adapted from K.Uchida's + M.Peserasi's initial implementations of the interfaces required for :

  • configuration of front-end ASICs via the lpGBT-FPGA
  • sending fast commands via the TCDS interface

Nothing has been tested yet, but opening a draft MR so that others can have a look at the changes.
