fixes for PS monitoring

Irene Zoi requested to merge izoi/Ph2_ACF:PSmonitorFix into Dev

After moving the ADC control table to the .h a fix was needed to read the ADC values during monitoring. Some checks on the existence of registers is also added. Monitoring is still disabled by default but can be enable in the xml
