Read SSA2.1 fuse ID

Read SSA2.1 fuse id. The implementation is the same as done for MPAs. Talking with Alessandro Caratelli, at the moment only the chip ID is written in the chips so only some fields are filled and it is expected to see Status, Process, and ADCRef to be 0. It has been tested on PSv2.1 prototype and kickoff modules but not on a PSv2.
