Adding RegisterHandler
Adding utility to freeze a snapshot of the detector configuration. It allows to free registers that you want to permanently update by the calibration and restore the rest of the resisters (snapshot) when the calibration is completed. Implemented in PedeNoise and PedestalEqualization. More details in the attached presentation
