Fixed TestPulseCheck and scanLatencies for PS after !503

  • Fixes here and there after switching to reading pixels by columns and rows.
  • Added some MPA Row registers to read them back
  • Changed the Latency ranges used during the scans to values around the latency needed to see the test pulses with the default test pulse settings
  • Filling the hit and stub occupancy hists looping on rows and columns instead of channels. The other histograms in BeamTestCheck have not been changed. If someone is actually using them can implement changes in a similar way
    • This change affects also 2S modules. It seems fine to me but I am not a 2S expert...
