Allow to configure the VFAT channel masks

Description

The latency scan analysis MR !41 (merged) provides a way to detect noisy channels based on a simple per-VFAT occupancy plot. It also produces an output file listing the noisy channels that could be used in two ways: (1) mask the channels online in the VFAT configuration or (2) mask the channels in the unpacking/reconstruction stage. This issue is about the former.

Possible fixes

Extend the gemos create-config vfat command to allow configuring the VFAT channels masks based on a list of noisy channels.
