Implement latency scan analysis

Description

This merge request introduces an analysis of the latency scans taken with the local readout.

Originally tested on /afs/cern.ch/work/c/cgalloni/public/4Laurent/latency_150b_2022092402-be-fe-00-00-75-bc-raw.root. See comments for more additional details.
