Produce back-end configuration files from legacy software

Summary

The front-end configuration is currently based on text files stored in /mnt/persistent/gempro/etc/gem while the optimal values can only be derived in the legacy software. Some tools must exist to produce the development software configuration files based on the legacy software data stored in the $DATA_PATH.

What is the expected correct behavior?

One should be able to create "modern" configuration files based on the legacy software data.
