Generalize and use the FED enable mask

Summary

At the moment, the FED enable mask parameter is understood as be part of the TCDS configuration. This is not the case and should be part of all GEM applications (ideally) or the run application (as a default).

In addition, the value of the parameter should be parsed upon change into a more usable structure.

What is the expected correct behavior?

All GEMApplication are aware of the FED vector and its value propagated by the GEM supervisor upon configuration.
