Implementing Time Series for Monitoring

Summary

For the monitoring code, a next step would be implementing the storing of data for monitoring in time series so variables can have a history of their value. To do this, there are plenty of time series code bases. One possible code base would be influxDB. There are plenty of different options, so suggestions are welcome.

A consideration in code base choice is licensing issues, eg whether this code plays nice with our license. InfluxDB is open source and under MIT license, so notable passes that metric
