Report the state message in the supervisor Web interface

This MR adds a new column in the GEMSupervisor Web UI showing the current state message, either errors or progress/informative messages. As a first example, the chambers to be power-cycled are displayed.

The expected output is shown in the supervisor Web interface when starting a run.
