Create a GEM function manager package

Description

This MR imports the legacy GEM function manager, ports the build system to Gradle, and fixes a typo in the FEDEnableMask parameter.

How Has This Been Tested?

The function manager compiles (./gradlew build) and correctly forwards the FED vector to the TCDS applications.
