Separate RPM build from source code build

Description

This MR "fixes" the GitLab CI for the time being.

It was already noticed that tito installed via EPEL is broken on CentOS 7 due to dependency issues. It now seems that the last releases of tito require the Python 3 urllib module.

The RPM job is now run manually while the sources are still built for the whole project. Using the opportunity to build the gemhardware flavors with the new GitLab CI matrix feature.
