Adds the GBT phase scan analysis

Description

This MR implements the GBT phase scan analysis.

During a GBT phase scan, the results are now analyzed on the fly and stored for later use. As a consequence, two files are produced, one log file with the raw results, and one configuration file to be used for the font-end configuration in subsequent runs.

When all phases are reported as good after the scan, a GEB-specific lookup table is used to infer the optimal phase.

How Has This Been Tested?

The GBT phase scan runs successfully on the GE1/1 integration setup.
