Draft:Script to write GBTx config files for GE2/1

Description

This merge request adds a script that is a modified version of the writeGBTconfig.py script contained in MR !59 (closed). The script asks as an input a file containing the default phases (in the same format as the output file of a GBT phase scan) and the OH number and creates an output file containing the phases in the format of a GBTx config file.
