Publish the environment monitorables to the DCS

Description

This MR aims at implementing the necessary code to push the environmental monitorables to the DCS via DIM.

Related Issue

Fixes #168 (closed).

How Has This Been Tested?

The temperatures and voltages are correctly published to the GE1/1 integration setup in b904.
