Publish NaN when the front-end LV and temperature are not monitored

As discussed during the preparation meetings for the DCS action matrix review, this MR aims at publishing to DCS a placeholder (i.e. NaN) when the monitorables cannot be retrived.

Tested on the GE1/1 integration setup in b904.
