Fix the local installation RPATH

It was noticed that after a fresh CMake run, the RPATH was populated
incorrectly. As a consequence, local developer installations were not
functioning.

This was due to GNUInstallDirs being included before setting the proper
CMAKE_INSTALL_PREFIX. Fixing by making sure that GNUInstallDirs is
included after CMAKE_INSTALL_PREFIX is set.

Related Issue

Closes #195 (closed).

How Has This Been Tested?

A new test was added in the CI; it should now pass. 🤞
