Implement the 2025 CMS layout tree

Description

This MR updates the 2025 CMS layout tree to remain in sync with the hardware changes, namely:

• Remove GE-1/1/06, GE-1/1/07, GE-1/1/08;
• Replace GE-2/1/18;
• Install new GE-2/1/02, GE-2/1/03, GE-2/1/04.

How Has This Been Tested?

Validated with manual updates of the P5 system.
